What a train wreck. No TD on site? Follow the rule book....
There has to have been a course director on site. Every course is supposed to have a person who is effectively the TD for that course for that round/day. I don't doubt there was such a person at Deer Lakes during the women's round (in addition to the PDGA marshal), so I don't think it's wise to perpetuate the idea that there was no TD on site. J Gary Dropcho may not have been there, but somebody from the event staff was.
From WillGrrr's description, I guess the criticism about soliciting player opinions on how to proceed is unwarranted. However, I still don't understand the need to delay the start by even a minute, which gave those players an opportunity to say anything at all, solicited or not. There's no reason (rules-wise) to inform any player of anything to do with Sarah's situation. And if there was, why only the top four cards? What about the others who by another eyewitness account were left standing around on their tees wondering what the delay was all about?
Really unfortunate situation all around, but not handled well by the event/PDGA staff at all.
