I'm wondering what area of the state has the highest concentration of good courses, good scenery,decent winter weather & manageable traffic ?

That's like your opinion man. Lava Creek, Black Butte, a 45 min drive to Penn Vallley and 2 hrs to Tahoe is pretty good.
I've lived and played disc in both cities. Living in Sacramento is much worse than Chico for disc. Rocklin is meh, Auburn meh. Shady is awesome, the only reason I can live in Sacramento and still satisfy my disc golf urge. Chico gives you a much larger variety of courses, and no crowds at any of them.

You didn't read my whole post. He tried to use courses that are not close to Chico and use them for living in Chico. When living in OV those places are closer. I would rather live in OV than Chico cause I can get to better courses quicker than I could living in Chico.
