He's talking about putt-putt mini golf. Most courses say that once you hit the ball either 6 or 7 times, you pick up your ball and move to the next hole. The disc golf rule you might be thinking of is also the par+4 for missing holes, which says that if you're late for your round, you get par+4 for each hole you missed.
