Just to be clear, as I'm new to tournament play, this disc tombstoned in the water would still be consider a penalty, right?

If it is completely surrounded by OB (ie water/ice/etc) then it's OB. Ice is probably OB but the Tournament Director (TD) should define that in the morning.

Correct.

Water is not OB by default. Only if it is defined OB by a TD or by the course.
