you've got it backwards.
OK, both are lame. No course should have mandos as part of the design for either reason. Whether you're using it to force a certain line/shot/route or whether you're trying to stay away from a playground/road/neighboring fairway, it all goes back to poor design or not enough room for a decent course.
It's almost always better than not having a course though.
