Either method will work, depending on what you find easier. You could get away with a very faint yellow overlaid on top of a very bold blue, but it will turn to green the deeper you try to go with the yellow.
I use methyl cellulose for applications where I need to thicken dye. I got mine from a chem student at a college near where I live, but it's pretty easy to find online. It'll be more expensive than laundry detergent, but I feel you end up with more control over how thick the dye ends up.
Of the opaque plastics, I'd say Latitude 64 Gold Line plastic takes dye the best and has the best 'hold time' (the time it takes a dye to spread). MVP Neutron is a close runner up. Star plastic looks great initially, but dye will spread over time. ESP/FLX... meh. Prodigy discs haven't really...

Goo-Gone. Live it, love it. On opaque plastics, rinse the disc off and let the dye set for a while before doing this so that none of the dye smears around and stains the image.
The fastest improvement you're going to see fixing bleeds is by changing the material you're using; contact paper is nice to start with, but the glue dissolves pretty quickly.

Trial and error. Start by mixing in more dye into your dye/cream mixture. As far as your shaving cream bed goes, you only want to mix in enough water so that it's easier to mold/scrape flat, or with the kinds of ridges you're looking for.
